Joining Forces

Glendale and Burbank are neighboring cities located in and around the Los Angeles Basin, respectively, just a few minutes northeast of Hollywood, Calif. Burbank covers about 17.4 square miles with its population listed as just over 103,000 in the 2010 census. The city calls itself the "media capital of the world." Glendale — the larger of the two cities in size (about 30.7 square miles) and population (listed in the 2010 census as around 192,000) — also has many businesses involved with the entertainment industry. Both are reputedly among the safest cities to live in for their size.

Both cities have separate police departments and have had separate and combined aviation units at various times over the years. In 1972, the Glendale Police Department started its air support unit (ASU) with the purchase of a Bell 47G-5A. In 1979, it sold the Bell 47 and in conjunction with Burbank Police Department started the joint Glendale/Burbank police ASU. The new joint unit utilized a federal grant to purchase three Hughes 300C helicopters and staffed them with a mix of Glendale and Burbank police aircrews. This lasted until 1988, when the joint unit split up, with Burbank getting two new turbine MD 500Es while Glendale continued to operate the three 300Cs.

In 1991, the two cities again began discussing working together and set about planning a joint facility, which was realized in 1994 in the form of the custom-built Glendale/Burbank Police Air Support Facility at Burbank (now Bob Hope) Airport. The building covers 10,000 square feet of hangar space and about 3,000 square feet for crew quarters, offices and a maintenance shop. Operationally, the facility has seven helicopter landing pads on its large, isolated tarmac.

The two ASUs also had begun to work toward standardizing their fleets. In 1991, Burbank bought a new MD 520N Notar. Glendale then decided it would not only purchase an MD 520N, as well, but it would sell its three 300Cs and buy one of Burbank's redundant MD 500Es. Then, in 1998, Glendale sold its MD 500E and bought another new MD 520N.

Throughout the 1990s and into the mid-2000s, even though the two ASUs worked out of the same facility and supported each other with staggered patrol shifts, they continued as separately managed entities. Finally, in 2007, after long discussions with an emphasis on saving costs, a decision was made to completely integrate both units. The combined new Glendale/Burbank police ASU would operate three MD 520Ns and sell Burbank's remaining MD 500E.
