DES MOINES — Iowa Democratic legislative leaders say they are reaching out to Republicans to consider a possible special session to keep 37 Iowa Workforce Development field offices open following Gov. Terry Branstad’s veto of language that would have prevented the offices from closing.

“We passed overwhelmingly bipartisan legislation to save the Workforce Offices,” Iowa Senate Majority Leader Mike Gronstal, D-Council Bluffs, said Thursday. “With more than 100,000 Iowans out of work, this is no time to close offices that assist those searching for jobs, preparing for interviews and improving their skills, while also helping businesses find qualified employees.”

But state Rep. Jason Schultz, R-Schleswig, co-chairman of the Economic Development Appropriations Subcommittee, said that while he supports keeping the field offices open, such a special session isn’t likely.

“I think it’s political posturing on the Democrats side,” Schultz told IowaPolitics.com. “I’m disappointed. I was holding out a ray of hope that it would go through, and it didn’t. The governor runs the executive branch. I’m disappointed, but it’s his call to make. I don’t see a special session over this.”

While the governor normally must be the one to call for a special session of the Legislature, the Iowa Constitution also allows the Legislature to reconvene itself with a petition signed by two-thirds of the members of each chamber. A veto override also would require support of two-thirds of each chamber.

Branstad on Wednesday use his line-item veto power to remove language in Senate File 517 that would have required the state to maintain its 55 Iowa Workforce Development field offices. The governor said he intends to proceed with his plan to close at least 36 workforce offices statewide and replace them with library kiosks.

“Gov. Branstad is basically telling Iowans struggling to find work that they should ‘go to the library and look online,’” said state Sen. Bill Dotzler, D-Waterloo, co-chairman of the Economic Development Appropriations Subcommittee. “I worked as a machine operator for years, and I’m telling you that when an entire community is facing layoffs, it’s not that easy.
